RULES OF THE ROAD
APART FROM THE PARTY’S CONSTITUTIONAL
PROVISIONS UNDER ARTICLES 34 AND 38, WHEREIN THE PARTY CANNOT HAVE MORE THAN 5
MEMBER CABINET [Art. 34] and MLAS DEBARRED FROM HOLDING OFFICES OF PROFITS [Art.
38], AND WHICH ABOVE ARTICLES ARE SEALED OFF FROM ANY FUTURE AMENDMENTS VIDE
ARTICLE 41, THE FOLLOWING SHALL BE THE MAIN-STAYS OF THE PARTY ONCE IT GETS THE
MANDATE OF THE PEOPLE OF GOA TO RULE GOA.
1. There shall be no CHIEF MINISTERIAL CANDIDATE.
2. .Selection of the CM, the Cabinet &
distribution of portfolios shall take place at the Party’s post Election
Convention,. preferably immediately after the declaration of the Election
Results. [ The procedure to be followed at this Party Convention has been
show-cased post Elections 2002 at the T.B. Cunha Hall, Panjim when the Party had
8 candidates contesting i.e. 4 in North and 4 in South]. The decisions taken at
the ‘ PARTY CONVENTION’ shall be final and honored by all at all times in a
pure democratic spirit.
3. Cabinet members shall take oath of office at
Raj Bhavan (low profile ceremony) where the council of ministers shall take
oath, collectively, in KONKANI.
4. First Cabinet meeting shall take place as the
INTRODUCTORY CABINET MEETING, the day after or immediately after the oath taking
ceremony. This meeting shall be compulsorily attended by all departmental heads.
5. Cabinet ministers shall be in charge of their
respective portfolios as far as the implementation of policy decisions of the
cabinet is concerned. However, no minister shall be in absolute charge of the
decision making process w.r.t. any portfolio/s and the policy matters shall be
open for discussions, suggestions inclusions or deletions until such policy
decision is ready for implementation. MLAs shall be consulted on any/all policy
decision matters with their suggestions, objections heard, evaluated,
incorporated or rejected as the case may be, for flawless implementation of such
6. The cabinet members shall not avail of
personal security. Security threats if arises, the coverage of security to
individual cabinet members, including the CM shall be evaluated as per the
actual threat perception and taken care of, accordingly.
7. V.I.P and V.V.I.P. culture shall be terminated
and no Government Minister, including CM and/or any high ranking Government
official/s shall be authorized to use RED BEACONS on the Government/private
vehicles. However, the existing protocol for national leaders/foreign leaders
when visiting Goa shall be followed.
8. Cabinet ministers shall not be assigned
individual vehicles. A common car pool of official cars shall be created wherein
all ministers shall use the available cars when on official duty/s. Ministers
and government officials shall arrive at their place/s of work in their own,
personal vehicles and/or picked up from their respective residences by official
vehicles and dropped home as and when required to. The official cars shall be
parked at the SECRETARIAT at all times after office hours with emergency staff
(drivers etc.) remaining on 24 hour duty. The government car pool shall be used
only while on official duty/s and as and when required for official purposes.
Ministers and MLAs shall be covered under the standard Vehicle’s Allowance.
9. The cabinet shall not be authorized to invent
new projects to be implemented which are not covered under the Party’s schemes
outlined in the Party’s Road Map for Goa. If such new projects, especially
infrastructural projects that are not covered by the ROAD MAP FOR GOA are
required to be put in place, then the ‘Party’ shall decide on this new
requirement on the basis of holding consultations and taking the people of Goa
10. MLAs shall not get the ‘SECOND TERM’ to
give credence of the Party’s slogan. ‘NO SECOND TERM’. However, the party
allows MLAs to hold second terms provided that the respective CWCs [CONSTITUENCY
WORKING COMMITTEES] are agreeable. The Party does not allow consecutive THIRD
TERM without exceptions.
11. As far as possible, No ex-MLAs shall be
admitted into the Party to maintain the Party’s founding un-written
12. The Party’s Government shall respect all
religions on equal basis but shall be NON-RELIGIOUS with its outlook of Secular
Neutrality. No government grants or facilities shall be given to any religious
institution/s or to any of its followers under any circumstances.
Grants/facilities shall be available for pan-religious communities as these
shall be extended to all citizens irrespective of their religious affiliations.
Religion shall be kept out of government recruitment processes and shall be on
merits only. Public funds shall not be used on religions or to sponsor religious
activities. However, age old customary practices shall be respected.
13. The Party shall remain adamantly against
any/all reservations but shall give first preference to the members of the
weaker sections, and for women, but on merit lists only, without exception.
14. The Party’s Government shall not deviate
from the Party’s ROAD MAP FOR GOA, but shall treat it as its GEETA, BIBLE
& QORAN. The Party’s Government shall not execute any policies unless and
until these are whetted by the Party’s Supreme Executive.
15. The Party’s Government shall be engaged in
BELT-TIGHTENING EXERCISES and shall put maximum emphasis on repayment of the
Public Debts through spending Tax-payer’s money prudently to remain within its
means, so that this over-burdening yolk of Public Debts is ultimately lifted
from the shoulders of the posterity.
16. The Director of Municipalities shall be
directed to effect the Sanitation and Cleanliness of the Municipal Markets as
well as other areas well before 6 a.m and before the movement of the public into
The above are put up for the information of the general public so that they may
know what ticks GSRP. These items are generally covered under both, the
Party’s Constitution as well as the Road Map for Goa. The Party reserves to
right to modify/alter the above at its own free will but assures the people of
Goa that the general outlook on the Party’s commitment to Goa and Goans shall
not change or be reversed.
No doubt, GSRP’s commitments shall look very much over-stressed and rigid.
Many feel that the above rigidness is unwanted especially when people’s
representatives have enjoyed certain pampering so that they may work more
towards the welfare of their people. GSRP assures the people of Goa that it will
pamper the People’s Representatives and even treat them like KINGS and QUEENS
once GOA’s Public Debts are reduced to just 10 per cent or less than the
existing levels, which at present stand at almost Rs.70,000 crore as of this day
[ April 2016], along with certain most hurting belt-tightening exercises relaxed
to give them the necessary and much earned breather. This Party means what it
says, therefore, in order to achieve this goals, Goans must think in terms of
given GSRP the requisite full majority mandate to rule for one term so that they
may judge its performance. Needless to say that coalition politics will never be
able to achieve these lofty goals.
